English Councils Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

According to a latest study of local authorities, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in England stated that 60% of councils are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have previously come under fire for disposing of public land and land to shore up their finances, but they argue they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

The group said that a significant number of authorities attempting to raise money from a fire sale of holdings marked “a distinct shift from 2024, when the majority (60%) of municipal officials said they would prioritise restructuring services and utilising savings to manage growing financial challenges.”

Specific Cases of Planned Disposals

Medway Council in Kent said its asset disposal plan included the disposal of a shopping centre in Rainham and a social club in another town to raise £20m over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be disposed of under the strategy.

Council Tax Rises and Wider Fiscal Strains

This research of councils in the key cities group, which covers several urban centers, also found that more than 70% of authorities will need to increase local levies next spring to address the rising cost of core provisions, increased rates of homelessness, and a persistent accommodation deficit.

Medway council explained it will press ahead with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but some of these require time to deliver both better provisions and financial savings,” said Vince Maple.

He added: “There are population challenges which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Trends and Projections

Research of county councils recently further found local finances being stretched by the increasing figures of children and older individuals requiring Send support.

A network of councils projected that council deficits will reach £4.4bn a year by 2029, as they grapple to cope with rising needs.

Government officials have put off planned reforms to the special educational needs framework until next year after a policy document setting out those changes has been postponed.

Disadvantage and Funding Shortfalls

Based on the most recent indices of deprivation (IMD) covering UK local authorities, several participating urban areas were among the most disadvantaged in the country.

  • “Member cities like several major towns place in the most deprived 30 nationally under the 2025 IMD measures,” said the report.

“While only a single urban area is in the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of England. The figures highlights the extent of difficulties facing local leaders across major urban centers in the next twelve months,” the analysis added.

“Council officials have been explicit about the need for a equitable and lasting financial structure that accounts for and responds to the actual extent of deprivation and need,” said Michael Mordey.

“Lacking this, councils will continue to face impossible choices around which essential services to fund, and which to reduce, to the disadvantage of their residents.”

One in five of local authorities have reduced or weakened social care provision in the past 12 months, the survey found.
